The Council's question period is governed by By-law No. RCM-1-2005 concerning the internal governance of the council of the City of Dorval. Under this by-law, interested persons are invited to ask one question to the members of council.
This question must relate to a matter of public interest that falls within the City's powers, or to an act for which the council member to whom the question is addressed is responsible as a council member, or to the intentions of the council or one of its members with regard to a legislative or administrative measure of the City.
A question must contain only the words necessary to obtain the information requested. A question is inadmissible if:
- it is preceded by an unnecessary preamble;
- it contains an assumption, a deduction or an imputation of motives;
- the answer to said question would require or constitute a professional opinion or personal assessment;
- it relates to a matter pending before the courts or a quasi-judicial body or a matter under investigation, where the words spoken may be prejudicial to any person or disclose any part of the evidence or argument; or
- it contains seditious, abusive or defamatory language.
It is also forbidden to use violent, hurtful, or disrespectful language directed to the council or anyone else. Any question deemed inadmissible will not be read.
