Domestic Animals

• Dog and cat owners are subject to certain provisions concerning their pets, including the renewal of the registration certificate and the purchase of an identification tag.
• The tags are valid for the lifetime of the animal, but registration certificates remain payable on an annual basis for dogs, at a cost of $25, and every three years for cats, at a cost of $10.
• All dog and cat owners must register their animal within 30 days of its arrival in the territory, under penalty of fines ranging from $50 to $150.

Animal Licenses

• The City of Dorval offers an online pet licensing service allowing pet owners to register their animal and renew their annual registration certificate from home. 
• Pet owners who do not have Internet access or do not have the equipment required to use the online platform will have the option to visit City Hall’s reception for assistance.

Wild Animals

• Because of legislation protecting wildlife, wild animals found on or in private properties are no longer captured and relocated. Rather, as part of their contract with the City, animal control agents play an educational and preventive role with regard to urban wildlife.

To ensure the safety of all in outdoor aquatic centers, it is essential to respect the regulations in force. These rules aim to prevent accidents and guarantee a pleasant experience for all users.

Revitalization of commercial facades and signs 

These regulations aim to improve the aesthetics of commercial establishments located on certain specific public roads. Here are some key points:

1. Areas concerned: Commercial establishments located on Bord-du-Lac–Lakeshore Road, Dorval Avenue, Herron Road, Dumont Avenue, Cardinal Avenue, Montreal-Toronto Road and Bourke Avenue are eligible.
2. Integration into the environment: Each sign must blend harmoniously into its environment, taking into account its specific character.
3. Aesthetic quality: Signs must be designed to maintain or improve the aesthetic quality of the surrounding environment.
4. Signage for vehicular traffic: Signage intended primarily for vehicles must be simple and adapted to the authorized speed of travel.

These criteria aim to ensure that the signs contribute positively to the appearance of the commercial areas while also being functional for road users.

nder the terms of an agreement with INFO-CRIME MONTREAL, a reward of up to $300 will be offered for information leading to charges being laid against those having committed this type of vandalism.

Assistance program

The City of Dorval also offers an assistance program for the removal of graffiti, applicable to any building or fence located on its territory on which graffiti, visible from the street, has been perpetrated.

Drinking water and watering

Water is not an everlasting resource. Throughout the year, the City of Dorval requests the cooperation of its citizens to conserve water. As such, watering restrictions are in effect in the municipality, from June 1 to September 1 of each year.

Pool water

Property owners are responsible for filling their own pool. Because of watering restrictions in Dorval, filling of pools is prohibited between 6 a.m. and 8 p.m. throughout the year. However, it is permitted to use water from the drinking water distribution network when a new pool is assembled to maintain the shape of the structure.

The City of Montreal is responsable of supplying potable water to the 1.9 million citizens on the island of Montreal, including to Dorval residents.

The sewer pipe located on private property is the responsibility of the homeowner and must be maintained in good working order at all times. The City of Dorval, for its part, is in charge of installing or replacing a connection on city property. The expected life of a sewer pipe is 25 to 30 years.

All installation or replacement work located on the City right of way must be undertaken by municipal employees.  All connection requests must be addressed to the Public Works Director or his duly authorized representatives on the form provided for this purpose and must be accompanied by a plan featuring the building to be connected, the municipal network and the connection pipes with their dimensions and their identification, as well as all other elements present on the site, such as trees, posts, manholes, etc., which can serve as a reference on the field.

Back-up safety valve

All homeowners must install a back-up safety valve to prevent sewer back-ups. Should a homeowner fail to do so, the City will not be responsible for damages caused to the dwelling or its content following flooding due to a sewer back-up.

Sewer back-up

When a sewer back-up occurs, the City must first determine its cause. The resident is asked to submit his claim within 15 days of the incident and to have the sewer pipe inspected to determine where the blockage of break occurred. Should the blockage or break be located on the municipal right of way, the repairs will be made free of charge. Should the break or blockage be located on private property, the homeowner will be responsible for having the repairs carried out.

File a claim

Water main break – Cleaning and rust 

In case of a water main break, please contact Public Works immediately. If the break is located on private property, the City will close the valve leading to the municipal water distribution system to allow the owner of the property to carry out, at his own cost, the necessary repairs. Following any interruption in water distribution, property owners must flush the in-house water distribution system and ensure that all water-operated apparatus, such as washing machines, water heaters, etc. are flushed out to eliminate rust. To eliminate rust, please let the water run until it becomes clear.

Note:  Should you notice that a catch basin or sewer cover is ajar, please notify Public Works immediately.

In a residential zone, only a professional as defined by the Code of Professions can use part of his home for the personnel practice of his profession.

The following conditions must however be respected:

• No parking space may be exclusively dedicated to this additional use.
• A maximum of one employee is authorized.
• The floor area may not exceed 25% of the total dwelling floor space without exceeding 25 square metres.

Furthermore, no apartment can be located in a basement or cellar.

This by-law adjusts the remuneration of municipal council members to compensate for the new federal taxes on their expense allowances. It sets the basic salaries of the Mayor and councillors and provides for annual increases based on inflation. It also includes additional remuneration for members participating in certain committees and commissions.

The City of Dorval’s territory, which in January 2020 had a total of 14,536 domiciled voters and 23 non-domiciled voters, for a grand total of 14,559 voters, is divided into 6 electoral districts (average of 2,427 voters per district). Note that, unless otherwise indicated, the centre of the indicated traffic lanes and demarcations constitutes the effective limit.

As part of its fight against the spread of the emerald ash borer, the City of Dorval has established a financial assistance program to assist its citizens in the costs incurred for the treatment and felling of ash trees located on their property.

This by-law lists and details the fees applicable to the various goods, services, and activities offered by the City of Dorval. This includes, but is not limited to, fees for the issuance of permits and certificates, Public Works services, the administration of oaths and certification of documents, various subscriptions, as well as licenses for dogs and cats.

No one may take part in a fight, brawl or any other act of physical violence on public property or on exterior land adjacent to public property.

• Second offense: $1,000 to $2,000 
• Any further offense: $2,000 to $3,000

Fire safety

The mission of the Service de sécurité incendie de Montréal (SIM) is to save lives, protect property, and preserve the environment. The department has 65 stations strategically located across the agglomeration of Montréal. There are two fire stations in the City of Dorval: station 62, located at 150 Avro Avenue; and station 63, located at 530 Bouchard Boulevard. Dorval residents can also count on the support of any neighbouring station in case of need.

Smoke Detectors

The Fire Prevention By-law requires that all dwellings in Dorval be equipped with smoke detectors.

Single-family dwellings

• one (1) smoke detector per floor, including the basement

Multi-family dwellings

• one (1) smoke detector per apartment.

Please do not forget to replace the batteries regularly and to check if smoke detectors work properly.

Neighbours

A number of municipal by-laws have been enacted to promote harmonious relationships between neighbours in areas of municipal jurisdiction. However, let's point out that it is much more practical and wiser to get along with our neighbours. A good neighbourhood, just like good manners, is made up of many small things.

Noise

To avoid disturbing the immediate neighbours as well as the community, certain regulations must be respected. Therefore, the following constitute a nuisance:

1. Causing or allowing to be caused noise while operating or running an industrial or commercial activity, or carrying out a trade or an occupation, in a way that disturbs the neighbourhood.
2. Using or allowing the use of an instrument or device that produces noise in a way that disturbs the neighbourhood.
3. Executing or allowing the execution of construction work, or repair work on a vehicle or appliance, that disturbs the neighbourhood between 9 p.m. and 7 a.m. Monday to Friday, and between 9 p.m. and 9 a.m. on weekends and holidays.
4. Producing or allowing the production of a disturbing noise with a sound level that exceeds the level of ambient noise by more than 5 dB(A).
5. Using or allowing the use of a leaf blower during the following days and times: before 9 a.m. and after 6 p.m., from Monday to Friday, or before 10 a.m. and after 4 p.m. on a Saturday, Sunday or public holiday.
6. Allowing a dog to bark or howl in such a way as to disturb the peace of the neighbours (RCA-12-2005 – By-Law Concerning Dog Control)

Certain exceptions apply.

Loitering

It is prohibited to:

• loiter in any public location, yard, field, vacant lot, or on any public property.
• be within the fenced area of a public pool, a tennis court, a community centre, in a park, a playground, or all other public place between 11 p.m. and 7 a.m., except with the prior authorization of the City.
• bring or drink alcohol in streets, alleys, parks, or all other public places, except within the context of an activity for which a permit was issued by the City.

Vehicle storage

It is a nuisance and prohibited for any person to leave on a site any motor vehicle, as defined in the current Highway Safety Code, that was manufactured more than seven years ago, is not registered for the current year and/or is not in working order.

Outdoor fires

It is forbidden to burn leaves or rubbish outdoor, anywhere in Dorval. Only fires made to cook food in an appropriate device (ex: barbecue) are allowed outside.

With some exceptions, regulations prohibit the use of pesticides outside buildings.

Insects

If a tree located on City property is infested by a swarm of wasps or bees, caterpillars, spiders or worms, please notify the Public Works Department. To solve a similar problem on your property, you must contact a contractor specialized in extermination and fumigation.

In accordance with current by-laws, the City of Dorval publishes notices to inform citizens of undertaken actions regarding, notably, the passing of by-laws. Other notices of interest to citizens are also published from time to time.

Request for occupancy of public domain

This form is required for any request for a permit to obstruct or occupy the public domain in Dorval. All relevant documentation (plan, prior application, consent, etc.) must be attached to this form for processing. Allow five (5) working days for the application to be processed.

The purpose of this regulation is to provide a framework for the reimbursement of councillors' research and support expenses and to establish rules in addition to those provided for in the provincial regulation, all in accordance with the laws and regulations.

A building or dwelling must be safe and healthy for the people who live or visit there. It must not cause health or safety problems due to its use or condition.

The following are prohibited and must be removed: 

• the uncleanliness, deterioration, or clutter of a main building, dwelling, or accessory building; 
• the presence of dead animals;   
• the storage or use of products or materials that give off a foul odour or toxic fumes;
• the depositing of household waste, rubbish, or recyclable materials anywhere other than in the receptacles provided for this purpose;
• the obstruction of an evacuation route;
• an obstacle preventing the closing and latching of a door in a required fire separation; 
• the presence of ice or condensation on an interior surface other than a window;
• the accumulation of debris, materials, spoiled or putrid matter, excrement or other unclean conditions; 
• the presence of vermin, rodents, insects, or visible mold, as well as conditions that favour their proliferation;
• the uncleanliness and deterioration of a balcony or gallery;
• the cluttering of balconies, galleries and external walkways by household appliances, furniture, tires, building materials, any stored object, any waste, any piece of metal, and any other form of clutter.

Is prohibited the act of leaving the parking area of a commercial property with a shopping cart on wheels which belongs to a commercial establishment. Residents who contravene this by-law are subject to a fine ranging from $50 to $500.

A commercial establishment is authorized to hold one sidewalk sale per year. This sale must not last longer than one week and must be held during regular business hours.

Regulations

According to the municipal by-law, it is forbidden for anyone to:

• push snow into the street. No one is allowed to deposit snow from a sidewalk, a driveway, or from the snow bank created by the plough onto a public road.
• cause or tolerate snow and ice accumulations that exceed 3 metres in height, or which reduce visibility for motorists.
• push snow within a 1.2-metre radius of a fire hydrant.
• deposit or leave, on public property, any object (bins, trash cans, and so forth) that may hinder snow removal operations carried out by the City.

If your property is damaged by maintenance or snow removal operations carried out by the City, please contact the Public Works Department.

Snow removal contractors

Provisions of the by-law apply specifically to snow removal contractors. For example, all snow removal contractors must hold a permit issued annually by the Urban Planning Department. Before signing a contract for snow removal on a property, it is best to check whether the chosen contractor holds the required permit.

Since 2009, taxpayers receive a single tax bill, issued by the City of Dorval, which the contributions payable to the Urban Agglomeration. Payment instructions are indicated on the bill.

• New property owners must pay a tax on real estate transfers. This tax is payable within thirty (30) days after the invoice is sent out by the City. It is based on either the sale price or the standardized municipal evaluation, whichever is highest.
• Municipal taxes are levied on buildings and land, and are based on the municipal valuation which is established by the Evaluation Department of the City of Montreal.

Parking

• Unless otherwise indicated, parking in municipal lots is limited to a maximum of 24 consecutive hours. 
• Parking is also prohibited on public roads between 3 a.m. and 5 a.m. from November 15 to April 15 inclusive, and year around for more than four (4) consecutive hours between 5 a.m. and 8 p.m., unless otherwise indicated. 
• However, a temporary permit can be obtained for parking on a public road between 3 a.m. and 5 a.m., from November 15 to April 15, in certain circumstances.
• From November 15 to April 15 inclusive, in order to facilitate the work of snow removal employees, the City asks that motorists respect the temporary parking signs when displayed on the streets of Dorval.

Payment of fines

The payment of fines for traffic and parking violations or for other infractions of municipal by-laws can be made at several locations. For more information, see our page “Payment of fines”.

• Access to fire hydrants must be kept clear at all times.
• Parking is prohibited within 5 metres of a fire hydrant.
• It is forbidden to attach a hose to a fire hydrant unless a permit has been issued by the Public Works Department and the fees paid.

Also known as a welcome tax, real estate transfer taxes require you, as a new resident, to pay a registration fee when you acquire a real estate property.

• Duties on transfers of immovables are payable in one instalment from the 31^st day after the statement is issued. 
• The transferee may be exempted from paying transfer duties only in cases specified under the Act. In order to obtain an exemption, the transferee’s notary must include a note in the deed of sale indicating the article of the Act that covers the requested exemption. The City of Dorval reserves the right to request documents justifying the exemption mentioned in the deed of sale.

Under the Act Respecting Duties on Transfers of Immovables (R.S.Q., c. D-15.1), all municipalities must collect duties on the transfer of any immovable located within their territory.

The calculation methods are determined by our by-law No. RCM-100-2023 in accordance with the Act respecting duties on transfers of immovables.

The basis of imposition for transfer duties is the greatest of the following three amount

• The amount of the consideration furnished for the transfer of the immovable.
• The amount of the consideration stipulated for the transfer of the immovable.
• The market value of the immovable at the time of its transfer.

The market value of the immovable at the time of its transfer is obtained by multiplying the market value of the unit or part entered in the assessment roll by the comparative factor of the roll currently in effect.

Household waste collection

The pickup of household waste is held once a week for the entire Dorval territory. The exact collection day is Thursday for everyone.

Household waste is picked up between 7 a.m. and 6 p.m., even on statutory holidays, except for Christmas Day (December 25) and New Year’s Day (January 1).

• Household waste must be placed on the sidewalk or at the curb, or between the ditch and the roadway, in front of the collection unit.
• It must not be put out before 7 p.m. on the eve of the collection day, and containers must be picked up by their owners before 7 p.m. on collection day.
• Glass must be placed in a rigid container.

Recyclable materials collection

A contractor picks up the recyclable materials along the streets every Monday, even on statutory holidays, except on December 25 and January 1 when the pickup is cancelled.

• Bins should not be put out before 7 p.m. on the eve of the collection day and must be retrieved by their owner before 7 p.m. on collection day.
• They must be placed on the property, near the sidewalk or at the curb, or between the ditch and the roadway, in front of the collection unit.
• The wheels must be turned toward the building and the lid must be closed. 
• Recycling bins remain the property of the City and must be left behind if you move.

Organic waste collection

Organic waste is made up of two large categories: 

1. Food waste (fruits, vegetables, meats, soiled food cartons, etc.) 
2. Green waste (dead leaves, garden waste, etc.)

Important information

• All organic waste must be deposited in the brown wheeled bin that is picked up every Wednesday, between 7 a.m. and 6 p.m., except on December 25 and January 1 when the pickup is cancelled. 
• The wheeled bins must be placed at the curb after 7 p.m. on the eve of the collection day.
• The wheels of the bin must be turned toward the building.
• The lid must be closed.
• The handle must be unlocked.
• To facilitate the pickup by the collection trucks' mecanical arm, roll-out bins must be placed at least 30 centimetres away from any object or obstacle (other bins, cars, post, etc.).
• The brown bin remains the property of the City and must be left behind if you move.
• No plastic bags (even biodegradable, compostable, or corn-based) are accepted.

Various collections 

The City also organizes specialized collections for residual materials not covered by the usual collections. These include large objects, Christmas trees, branches, leaves, construction, renovation and demolition (CRD) debris, information and communication technology (ICT) waste and hazardous household waste (HHW).

In addition, several boxes and bins are distributed throughout the City to collect various items such as personal care products, batteries (rechargeable or not) and disposable surgical masks.

Disposal of polystyrene articles (plastic #6)

The City of Dorval is offering its residents the possibility of depositing their polystyrene items (plastic #6) at Public Works at any time. Prior to drop-off, it is important to properly rinse your polystyrene items and to remove labels, packaging films, absorbent pads, and any other material that may be present.

Two polystyrene article drop-offs are held per year, together with the collection of hazardous household waste and information and communications waste, in the Ballantyne Park parking lot (520 Bouchard Boulevard).

Wastebaskets 

The City makes wastebaskets available to the public along streets and in parks. These are intended for dry trash only. It is also forbidden to use these wastebaskets for disposing of household garbage or animal excrements.

Used Oil 

Used oil from residential properties will be collected at the same time as household hazardous waste (HHW). It is forbidden to dispose of it in wells, sewers, or ditches.

Instead of simply throwing away old objects you no longer use, we invite you to help preserve our environment by giving them to organizations that specialize in their reuse.

Concerned with providing a healthy environment for residents, the City of Dorval has adopted regulations with respect to solid-fuel burning heating appliances and fireplaces: 

• It is prohibited to replace or install solid-fuel burning heating appliances unless they are certified to have atmospheric emission levels equal to or less than 2.5 grams/hour of fine particles. 
• Since December 1, 2018, it is prohibited to use any solid-fuel burning appliances or fireplaces unless they emit 2.5 grams/hour of fine particles or less, or they are certified pellet-burning appliances according to CSA (Canada) or EPA (US) standards.
• It is prohibited for citizens to make use of their appliances or fireplaces during a smog warning and to use the following materials as fuel in a wood-burning appliance: wet or unseasoned wood, waste, treated or painted wood, plastic and rubber products, used oil, paints and solvents, charcoal, glossy or coloured paper, and particle boards.
• Citizens who choose not to replace their appliance or to bring it up to code are not permitted to use it, except in the case of a power outage lasting more than three hours.

By-law concerning the imposition of a contribution to finance all or part of an expense related to any addition to or enlargement or alteration of municipal infrastructures or equipment.

The City has various regulatory tools designed to protect Dorval’s heritage.

First, a by-law concerning the demolition of buildings is the main bastion against all projects to demolish, without a valid reason, a residential, commercial, or institutional building. If such a situation occurs, the owner will have to prove that it is in the best interest of the public to demolish the building in question. A procedure is then put into place to allow any opposing person to be heard by the municipal authorities such as the Demolition Committee and the Council. In light of this by-law, the demolition of an heritage building would be unlikely.

Obtain a permit

Also, in accordance with the Site Planning and Architectural Integration Program (S.P.A.I.P.), any heritage building, as well as any building located along Lakeshore Drive, is subject to an exterior design control, which focuses on the respect of the fundamental characteristics of the environment, or on the building itself in case of an expansion or a new construction. Anyone wishing to build a new housing unit (for single or multi family dwelling, a duplex, a triplex) or extend an existing one, must first submit preliminary sketches and plans to the Urban Planning Department, and later on to the Demolition Committee.

Transformations (new siding, ledges, balconies, etc.) of heritage buildings are also guided by several objectives and criteria specific to this type of building.

Demolition Committee

The committee receives and studies applications for the demolition of a building, and issues the certificate of authorization if the demolition is deemed appropriate. The committee may also revoke a certificate under certain conditions.

Demolition Committee

The by-law on applications for minor exemptions is used to provide a framework for an exceptional procedure allowing the municipal council to authorize works that do not comply with all the provisions of the zoning or subdivision by-laws. It offers a certain flexibility in the application of urban planning regulations, making it possible to resolve unforeseen practical problems. The exemption must be minor and must not infringe on the property rights of neighbours or increase the risks to health, public safety, or the environment. Each request is evaluated individually to determine whether it is minor.

Applications for minor exemptions are subject to public notice and are published at least fifteen days before the meeting at which the council is to rule on the application for a minor exemption.

Starting from the time all the information and technical documentation required is submitted and found to be in conformity, not including errors, and the required fees have been paid, the competent authority shall have 30 business days in which to issue (or, as the case may be, refuse to issue) a building permit.

Sanctioned on February 21, 2024, the Act amending various legislative provisions concerning housing (in French only - 2024, chapter 2) grants municipalities temporary power to authorize housing projects of three or more dwellings in derogation of their urban planning by-laws.

This by-law introduces a necessary flexibility by authorising, under certain conditions, specific uses in areas where they are not usually permitted. It encourages a mix of uses, creating dynamic and stimulating living environments, while ensuring harmonious integration into the surrounding area.

Among the many by-laws in force in the City of Dorval, zoning is certainly one of the most important and most frequently consulted.

Its main components include, but are not limited to:

• Division of the territory into zones, each one authorizing one or more distinct uses, such as housing units (including the number of dwellings), businesses (according to several different categories), industries, and public or institutional uses. It also establishes the manner in which buildings must be implemented, either as detached house, semi-detached house, or row buildings.
• A zoning plan indicating the limits and the categories of uses for each zone.
